He is an experienced Legal Practitioner and Consultant of many years. He holds a Bachelor of Laws(LLB), National University of Rwanda, Rwanda, a Masters of Law(LLM) degree, International Taxation, Sydney University, Australia, a Certificate in Corporate Governance and Corporate Social Responsibility, Ritsumeikan University, Japan, a Certificate in Fiscal Decentralization/Local Government Finance, South African Tax Institute(SATI), Pretoria University, South Africa, and a Certificate in Legal Drafting and Value Added Tax, South African Tax Institute(SATI), Pretoria University, South Africa.
Robert has held many managerial positions and responsibilities for more than 15 years. He served in various capacities in Government Ministries, Public Institutions and on Government Projects in the Republic of Rwanda. In those years, Robert served variously as the Permanent Secretary in the Ministry of East African Community, Commissioner in Rwanda Law Reform Commission, Project Coordinator, Transaction Advice and Capacity Building Project in the Energy Sector, Ministry of Infrastructure, Personal Assistant and Advisor to the Minister of Finance and Economic Planning, Legal and Tax Policy Advisor of the Ministry of Finance and Economic Planning as well as a Member of the Tax Policy, Head of Legal and Technical Support in the Internal Revenue Department and the VAT Legal Officer, in the VAT Department of, Rwanda Revenue Authority, State Attorney particularly representing the Tax Administration and the Ministry of Finance and Economic Planning in tax and business related cases in the Courts of Law and thus a Member of Rwanda Bar Association and East African Law Society.
Robert is an excellent communicator and a good public speaker with excellent interpersonal skills and have successfully organized a number of high level events (meetings, conferences, workshops) officiated by high dignitaries including Presidents.
